Court Observations

‘Terrorist act’ is defined in Section 15 of UAPA. Anyone who plans, tries to commit, helps, advises, encourages, or knowingly assists in carrying out a terrorist act or preparing for one can be punished with at least five years in prison, possibly up to life in prison, and a fine. Passia, the alleged ringleader, would presumably be prosecutable under this provision for his role in facilitating these attacks.
In addition to UAPA, Passia faces proceedings under The Explosive Substances Act, 1908. This law concerns explosive offenses.
