The Department of Land Resources under the Ministry of Rural Development has come up with a draft “The Registration Bill 2025” that aims to bring about a paperless online registration system that is in sync with the requirements of modern society and replaces The Registration Act, 1908, which has been in force for more than a century.
This 1908 Act, which became part of India’s legal framework, laid the foundation for registering documents concerning immovable property and other transactions that have been recorded in both public and private dealings, including financial, administrative, and legal decisions.
With technological advancements leading to increased use of digital methods, it was time to move toward a more modern system: many states and union territories were already using online document submission and digital identity checks under the existing law, and the new Bill builds on these improvements to establish a comprehensive and effective system for secure and efficient registration practices across India.

The Bill goes even further in allowing for an even more streamlined administrative structure of the offices of registration, creating new positions such as Additional and Assistant Inspectors General of Registration and even allowing for the easier appointment of Registrars.
Maintaining Records and Verification
The Bill provides a detailed framework for what records are to be maintained, with specific “Books” for different categories of records, such as immovable property records, reasons for refusal, wills, miscellaneous entries, etc.
These records may be maintained electronically so long as the chosen method of storage guarantees safety, security, and retention of legibility and accessibility for the duration of the required time frame. The Bill specifies the process for inspecting and obtaining certified copies of these records.
For registration identity verification, biological persons shall submit their signature, a passport-size photograph or biometric impression, Permanent Account Number (PAN) for certain legal documents, and any other valid ID as required by the registering officer.
Typically, you must submit documents for registration within 120 days of signing, but in special cases, you may delay, possibly with a penalty. This multi-pronged approach will develop a strong, transparent, efficient document registration system in the twenties and beyond.
