Roles and Responsibilities

The selected candidate will provide overall strategic direction to the Zambia Policy Reform Facility and act as the principal interlocutor with BHC Lusaka. The role will involve providing strategic advice on reform opportunities, priorities and risks.

The Team Leader will lead political economy analysis to identify opportunities for policy and institutional reform. The position will also involve building relationships with government institutions, civil society organisations, private sector stakeholders and development partners.

The role will further involve coalition building and influencing, management of an adaptive portfolio of technical assistance and expertise, and ensuring that interventions are evidence-based and responsive to changing circumstances. The Team Leader will also lead multidisciplinary teams and support effective delivery, learning and adaptation.

Eligibility and Qualifications

Applicants are expected to have extensive senior-level experience in leading complex development, governance or policy reform programmes. Strong knowledge of Zambia’s political, economic and institutional context is also required.

Candidates should have demonstrated experience working in politically sensitive and rapidly changing environments, along with strong skills in political economy analysis, stakeholder engagement, coalition building and influencing.

Experience in managing adaptive programmes and multidisciplinary teams, as well as providing strategic advice to senior government, donor or development stakeholders, is expected. Applicants should possess strong strategic, analytical, communication and relationship-management skills.

A relevant postgraduate qualification or equivalent professional experience in development, public policy, economics, governance or a related field is required. Excellent written and spoken English is also expected.
